When I first heard about this case it struck me as odd that only 18 states, D.C and the feds provided compensation to those wrongly convicted. It seems that in these situations there is a direct link between the state's use of its power on individuals and the harm, so it would seem very reasonable (at least to me) that the state would compensate the individuals affected.
